الملخص
تبحث هذه الدراسة في أثر خوارزميات الذكاء االصطناعي واالستهداف المجهري للناخبين في توجيه السلوك االنتخابي وإعادة تشكيل ودور فقاعات الترشيح وغرف، وتركز على آليات تحليل البيانات الضخمة والتنميط النفس ي.اإلرادة السياسية في البيئة الرقمية من، كما تستعرض الدراسة نماذج تطبيقية.الصدى والتزييف العميق في التأثير على الرأي العام وتعميق االستقطاب السياس ي .بينها تجربة كامبريدج أناليتيكا والتضليل الخوارزمي والجيوش الرقمية والتزييف العميق في عدد من االستحقاقات االنتخابية ً واملقاربة األمريكية التي تمنح وزنا،وتقدم مقارنة بين المقاربة األوروبية القائمة على الحكامة التنظيمية وحماية الحقوق األساسية وتحمي، وتخلص الدراسة إلى ضرورة تطوير أطر قانونية ورقابية تضمن الشفافية الخوارزمية.أكبر لحرية التعبير السياس ي . وتصون نزاهة االنتخابات واستقاللية اإلرادة الحرة للناخب،البيانات الشخصية

Abstract
This study examines the impact of artificial intelligence algorithms and political microtargeting on electoral behavior and the formation of political will in the digital environment. It focuses on big data analysis, psychological profiling, filter bubbles, echo chambers, and deepfakes as emerging mechanisms capable of influencing voters and intensifying political polarization. The study also analyzes several practical cases, including Cambridge Analytica, computational propaganda, digital armies, and deepfake-based political disinformation in different electoral contexts. It further provides a comparative analysis of the European regulatory approach, which emphasizes fundamental rights and digital governance, and the American approach, which places greater emphasis on the constitutional protection of political speech. The study concludes that effective electoral integrity requires stronger algorithmic transparency, data protection, regulatory oversight, and safeguards for voters' autonomy and free political choice.
