الملخص
تنطلق هاته الورقة من مسلمة أن تدخل الدولة المغربية باألقاليم الجنوبية نابع من عقيدة شمولية تعزيز دمقرطة الفعل السياس ي واإلقتصادي-التنموي من داخلها؛وكجزء من السياسة الداخلية المبنية على تحقيق شروط التنمية من الداخل ،من خالل أليات قانونية وتدبيرية لتحقيق التنمية المندمجة بجهة الصحراء؛وكجزء من السياسة الخارجية التي تحتل فيها متالزمة التنمية السياسية واإلقتصادية المظهر األساس ي للترافع على مشروعية الحدود ،المفسر لحجم الجاذبية االستثمارية وآلليات الربط السياس ي-اإلقتصادي.ذلك كمنصة إستراتيجية تضم فاعليين إقليميين ودوليين،في إطار مبادرات دولية تحقق اإلندماج القاري على وجه الخصوص.

Abstract
This paper is based on the premise that the integration of Morocco’s Southern Provinces stems from a comprehensive doctrine aimed at strengthening the democratization of political and socio- economic/developmental action from within. As part of an internal policy oriented toward achieving development conditions internally, this approach is implemented through legal and managerial mechanisms designed to advance integrated development in the region of the Sahara. Moreover, as part of a foreign policy in which the syndrome of political and economic development constitutes a central element of advocacy for the legitimacy of the borders, this framework helps explain the scale of investment attractiveness and the mechanisms through which political–economic linkages are established. In this regard, the region functions as a strategic platform bringing together regional and international stakeholders within the framework of international initiatives, particularly those aimed at fostering continental integration..
