الملخص
من خالل دراسة اإلطار القانوني،29.24 يتناول هذا المقال موضوع الوكالة الوطنية لحماية الطفولة في ظل القانون رقم وآليات الحكامة والتدبير التي اعتمدها لضمان فعالية تدخلها في مجال حماية،والتنظيمي الذي أرساه المشرع المغربي لهذه المؤسسة وينطلق البحث من إشكالية مدى إسهام هذا القانون في إرساء إطار قانوني وحكامة مؤسساتية فعالة للوكالة الوطنية.الطفولة ، وكذا تركيبة مجلس إدارتها وصالحياته، تم تحليل المقتضيات المنظمة للوكالة واختصاصاتها، ولإلجابة عن ذلك.لحماية الطفولة 29.24 وقد خلصت الدراسة إلى أن القانون رقم. فضال عن آليات التدبير المالي والرقابة المالية للدولة،واختصاصات المدير العام من خالل إرساء مؤسسة عمومية ذات اختصاصات متعددة،يمثل خطوة مهمة نحو تعزيز الحماية المؤسساتية للطفولة باملغرب ونجاعة، غير أن فعالية هذا اإلطار تظل مرتبطة بمدى وضوح النصوص التطبيقية.وحكامة تقوم على التمثيلية والتنسيق والخبرة وقدرة الوكالة على تحويل مقتضيات القانون إلى ممارسة مؤسساتية فعالة تستجيب للمصلحة،التنسيق بين مختلف المتدخلين .الفضلى للطفل وتصون حقوقه وكرامته

Abstract
This article examines the National Agency for Child Protection under Law No. 29.24, focusing on the legal and institutional framework established by the Moroccan legislator and the governance and management mechanisms designed to ensure effective child protection. The study addresses the extent to which Law No. 29.24 has contributed to establishing an effective legal framework and institutional governance for the Agency. It analyzes the provisions governing the Agency and its powers, the composition and powers of its Board of Directors, the responsibilities of its Director General, as well as its financial management and state financial oversight mechanisms. The study concludes that Law No. 29.24 represents an important step toward strengthening institutional child protection in Morocco by establishing a public institution with broad responsibilities and a governance framework based on representation, coordination, and expertise. However, the effectiveness of this framework remains dependent on the clarity of implementing regulations, the efficiency of coordination among the various stakeholders, and the Agency’s ability to translate the legal provisions into effective institutional practices that uphold the best interests of the child and protect their rights and dignity.
