Résumé
Les contrats administratifs internationaux doivent faire l’objet d’une catégorie à part entière, distincte des contrats dont les effets ne dépassent pas les frontières étatiques. Ce sont avant tout des instruments juridiques permettant aux administrations de pénétrer les marchés internationaux et doivent donc relever d’un régime propre, incluant des méthodes de droit international privé.
Abstract
International administrative contracts should be recognized as a distinct legal category, separate from administrative contracts whose effects do not extend beyond national borders. They are, above all, legal instruments that enable public authorities to participate in international markets and should therefore be governed by a specific legal framework, incorporating the principles and methods of private international law
