Abstract
This article proposes an analytical framework for Moroccan electoral behavior centered on the concept of the “evaluative citizen.” It assumes neither the disappearance of belonging-based voting nor the emergence of a fully rational and informed voter. Rather, it starts from the coexistence of social, territorial, partisan, and institutional determinants and asks a more circumscribed question: under what conditions can the socially situated experience of public action contribute to the formation of a political judgment capable of influencing electoral behavior? The approach combines the classical contributions of electoral sociology, theories of retrospective voting and democratic accountability, and scholarship on the specific configurations of elections in Morocco. The evaluative citizen is defined as a citizen whose relationship to politics significantly incorporates a judgment of the perceived outcomes of public action, assessed against expectations, linked to an attribution of responsibility, and confronted with an appraisal of the political offer. Such judgment may contribute to political behavior without mechanically determining it. The article introduces the notion of an “evaluative gap”: public performance acquires political meaning only in relation to a socially constructed reference point of expectations, itself liable to change through experience, information, social and political attachments, and the political offer. Attribution of responsibility gives political direction to judgment, while the credibility of alternatives conditions its possible translation into behavior. The Moroccan case then calls for a rigorous distinction between participation, abstention, non-registration, electoral mobility, and changes in the political offer. Finally, the article turns the theoretical proposition into a falsifiable empirical research program and approaches the 2026 legislative elections as a prospective test rather than as the predetermined confirmation of a historical transformation. The value of the model lies precisely in its refusal to explain everything: electoral outcomes open up the hypothesis; they do not prove it.
