Résumé
Cet article analyse l’évolution de la fragmentation parlementaire et de la disproportionnalité électorale au Maroc à partir des élections législatives de 2011, 2016 et 2021, en tenant compte des principales transformations du cadre électoral intervenues au cours de la période. Il mobilise deux indicateurs issus de la politique comparée : le nombre effectif de partis parlementaires de Laakso et Taagepera et l’indice de disproportionnalité de Gallagher. L’analyse met en évidence une trajectoire non linéaire de la fragmentation parlementaire, marquée par une phase de concentration suivie d’une nouvelle dispersion de la représentation entre plusieurs formations. L’étude de la disproportionnalité distingue les circonscriptions locales du second compartiment électoral, national puis régional, et complète cette analyse par une mesure agrégée à l’échelle de la Chambre des représentants. Les résultats montrent que l’évolution de la fragmentation parlementaire ne coïncide pas nécessairement avec celle de la disproportionnalité électorale et que ces deux dimensions doivent également être distinguées des configurations majoritaires issues des scrutins. Ces évolutions sont replacées dans un cadre électoral lui-même changeant, notamment en matière de seuil, de quotient électoral et d’organisation du second compartiment, sans attribuer à ces transformations un effet causal propre. L’article interprète enfin l’articulation entre pluralité partisane, conversion des suffrages en sièges et formation des majorités à partir d’une grille de lecture en termes de pluralisme encadré.

Abstract
This article examines the evolution of parliamentary fragmentation and electoral disproportionality in Morocco through the legislative elections of 2011, 2016 and 2021, while taking into account the main changes in the electoral framework over the period. It draws on two indicators widely used in comparative politics: Laakso and Taagepera’s effective number of parliamentary parties and Gallagher’s index of disproportionality. The analysis reveals a non-linear trajectory of parliamentary fragmentation, marked by a phase of greater concentration followed by a renewed dispersion of representation across several political parties. The analysis of disproportionality distinguishes between local constituencies and the second electoral tier, which shifted from a national to a regional basis, and complements this approach with an aggregate measure at the level of the House of Representatives. The findings show that changes in parliamentary fragmentation do not necessarily coincide with changes in electoral disproportionality and that both dimensions should also be distinguished from the majority configurations resulting from elections. These developments are examined within an electoral framework that itself underwent significant changes, particularly regarding the electoral threshold, the electoral quotient and the organization of the second electoral tier, without attributing an independent causal effect to these reforms. Finally, the article interprets the relationship between party pluralism, the translation of votes into seats and majority formation through an analytical framework of “structured pluralism.”
