Résumé

Dans un contexte où la protection des personnes migrantes, demandeuses d’asile et réfugiées mobilise une pluralité d’organisations publiques, associatives et internationales, la qualité de la coordination interorganisationnelle devient une condition déterminante de l’accès effectif aux droits. Cet article analyse le Groupe de travail de protection de l’Oriental (GTPO), créé à Oujda en 2014, et examine le rôle stratégique de l’Organisation marocaine des droits humains (OMDH) dans la structuration, l’animation et la pérennisation de ce réseau territorial. L’étude adopte un devis qualitatif d’étude de cas. Elle combine l’analyse thématique d’un corpus institutionnel couvrant la période 2014–2025 — termes de référence, bilans, rapports de retraite, plans stratégiques, supports de formation et documents de plaidoyer — avec une analyse descriptive des données administratives consolidées de référencement. Les résultats montrent que le GTPO remplit cinq fonctions interdépendantes : circulation de l’information, orientation et référencement, complémentarité des services, renforcement des capacités et plaidoyer territorial. Sur les sept périodes documentées, 4 540 actes de référencement sont comptabilisés ; leur volume passe de 134 en 2014–2015 à 1 541 en 2025, tandis que les orientations liées à la procédure d’asile représentent 54,2 % des actes en 2025. L’OMDH apparaît comme une organisation chef de file et un courtier institutionnel : elle assure la mémoire organisationnelle, relie les associations aux partenaires internationaux et aux institutions publiques, et soutient la normalisation des pratiques. Toutefois, l’informalité juridique du réseau, la dépendance aux ressources externes, l’hétérogénéité des données, l’inégale participation des membres et les exigences de confidentialité limitent l’institutionnalisation de ses acquis. L’article propose un modèle d’institutionnalisation souple combinant gouvernance partagée, procédures communes, protection des données, participation des personnes concernées et financement diversifié.

Abstract

In a context where the protection of migrants, asylum seekers and refugees involves multiple public, civil-society and international organizations, interorganizational coordination is a key condition for effective access to rights. This article examines the Oriental Protection Working Group (GTPO), established in Oujda in 2014, and the strategic role of the Moroccan Organization for Human Rights (OMDH) in structuring, coordinating and sustaining this territorial network. The study follows a qualitative case-study design, combining thematic analysis of an institutional corpus covering 2014– 2025 — terms of reference, activity reviews, retreat reports, strategic plans, training materials and advocacy documents — with descriptive analysis of consolidated administrative referral data. Findings show that the GTPO performs five interdependent functions: information sharing, identification and referral, service complementarity, capacity building and territorial advocacy. Across seven documented periods, 4,540 referral acts were recorded; their volume rose from 134 in 2014– 2015 to 1,541 in 2025, while asylum-procedure referrals accounted for 54.2% of all acts in 2025. OMDH operates as both a lead organization and an institutional boundary spanner, preserving organizational memory, connecting civil-society organizations with international partners and public institutions, and supporting the standardization of practices. Yet the network’s informal legal status, dependence on external resources, heterogeneous data, uneven member participation and confidentiality requirements constrain the consolidation of its achievements. The article advances a flexible institutionalization model combining shared governance, common operating procedures, data protection, meaningful participation of affected populations and diversified funding.
