الملخص

تتناول هذه الدراسة موضوع الاستثمار الأخضر بالمغرب ودور السياسات العمومية في دعم الانتقال الطاقي والإيكولوجي، انطلاقا من التحولات الاقتصادية والبيئية التي تفرض إعادة توجيه أنماط الاستثمار والإنتاج والاستهلاك نحو نموذج أكثر استدامة وانخفاضا في الانبعاثات. وتهدف الدراسة إلى تحليل الإطار القانوني والمؤسساتي المؤطر للاستثمار الأخضر، ورصد أهم الآليات الاقتصادية والمالية والتحفيزية التي اعتمدتها الدولة لتشجيع الاستثمارات المرتبطة بالطاقات المتجددة والنجاعة الطاقية والاقتصاد الدائري والمشاريع منخفضة الكربون. كما تسعى إلى تقييم مدى قدرة هذه السياسات على تجاوز الإكراهات التي تحد من دينامية الاستثمار الأخضر، خاصة ما يرتبط بارتفاع الكلفة الاستثمارية، وصعوبة الولوج إلى التمويل، وتعدد المتدخلين المؤسساتيين، والحاجة إلى تعزيز الالتقائية بين السياسات العمومية. وقد خلصت الدراسة إلى أن المغرب تمكن من بناء منظومة قانونية ومؤسساتية واستثمارية مهمة، غير أن فعاليتها تظل رهينة بتطوير التمويل الأخضر، وتحسين الحكامة والتنسيق المؤسساتي، وتبسيط المساطر، وتعزيز البحث والابتكار، وتوسيع المشاركة الفعلية للقطاع الخاص والمقاولات الوطنية والجهات. كما تؤكد الدراسة أن تحقيق انتقال طاقي وإيكولوجي عادل ومستدام يقتضي ربط الحوافز الاستثمارية بمؤشرات اقتصادية وبيئية واجتماعية قابلة للقياس، بما يجعل الاستثمار الأخضر أداة لإعادة تشكيل النموذج التنموي المغربي وليس مجرد مجال استثماري جديد.

Abstract

This study examines green investment in Morocco and the role of public policies in supporting the energy and ecological transition, against the backdrop of profound economic and environmental transformations that increasingly require the reorientation of investment, production, and consumption patterns towards a more sustainable and low-carbon development model. The study aims to analyze the legal and institutional framework governing green investment and to examine the economic, financial, and incentive-based mechanisms adopted by the Moroccan State to promote investments in renewable energy, energy efficiency, the circular economy, and low-carbon projects. It also seeks to assess the extent to which these public policies are capable of addressing the structural constraints affecting the dynamics of green investment, particularly high investment costs, limited access to appropriate financing, the multiplicity of institutional stakeholders, and the need for greater policy coherence and coordination. The study concludes that Morocco has established a significant legal, institutional, and investment framework for promoting green investment. However, the effectiveness of this framework remains contingent upon the development of green finance, the strengthening of governance and institutional coordination, the simplification of administrative procedures, the promotion of research and innovation, and the effective involvement of the private sector, national enterprises, and territorial authorities. The study further argues that achieving a just and sustainable energy and ecological transition requires linking investment incentives to measurable economic, environmental, and social indicators, thereby transforming green investment into a strategic instrument for restructuring Morocco’s development model rather than merely establishing a new investment sector.
