الملخص
تتناول هذه الدراسة التحولات التي عرفتها المنظومة الانتخابية المغربية قبيل الانتخابات التشريعية العامة التي نُظمت في 23 شتنبر 2026، من خلال تحليل القانون التنظيمي رقم 53.25 القاضي بتغيير وتتميم القانون التنظيمي رقم 27.11 المتعلق بمجلس النواب، في ضوء دستور 2011 والاجتهاد القضائي الدستوري والتطورات المؤسساتية المرتبطة بالإدارة الانتخابية. وتنطلق الدراسة من فرضية مركزية مفادها أن إصلاح 2026 يمثل انتقالاً من معالجة تقنية لبعض قواعد الاقتراع إلى تصور أكثر تكاملاً لحكامة الدورة الانتخابية، يجمع بين شروط الترشح والحياد والتنافي والرقمنة والتخليق وتمويل الحملات والتمثيلية ومواجهة مخاطر التضليل الرقمي والذكاء الاصطناعي. كما تختبر الدراسة، من خلال مدخل تمثيلية الشباب، مدى انتقال الإصلاح من تشجيع الترشح إلى تمكين سياسي فعلي، عبر التمييز بين الحق في الترشح، وفرص الولوج إلى المؤسسات، والقدرة على التأثير في السياسات العمومية.

Abstract
This study examines the transformations of Morocco’s electoral framework in the run-up to the general legislative elections held on 23 September 2026, through an analysis of Organic Law No. 53.25 amending and supplementing Organic Law No. 27.11 on the House of Representatives, in light of the 2011 Constitution, constitutional case law and the institutional developments affecting electoral administration. The study starts from the central hypothesis that the 2026 reform marks a shift from a technical treatment of certain voting rules towards a more integrated conception of electoral-cycle governance, combining eligibility conditions, administrative neutrality, incompatibilities, digitalisation, electoral integrity, campaign financing, representation, and responses to digital disinformation and artificial intelligence. It also examines, through the lens of youth representation, whether the reform moves from encouraging candidacy to genuine political empowerment, by distinguishing the right to stand for election, access to institutions, and the capacity to influence public policy.
